What are the ten smartest cities in the Asia-Pacific?

According to Boyd Cohen in "Fast Coexist", they are in order: Seoul, Singapore, Tokyo, Hong Kong, Auckland, Sydney, Melbourne, Osaka, Kobe and Perth.

But note carefully that there are no cities listed from Asia's giants of China, India and Indonesia. Not surprising!
